A central extension $ {\widehat {DY(g)}}$ of the double of the Yangian is defined for a simple Lie algebra $g$ with complete proof for $g = s l _2 $. Basic representations and intertwining operators are constructed for $\widehat {DY( s)} g l_2)$.
